1. Match Protocol
1.a. Team Player Limits : All matches will be in a 7 vs 7 fashion and a
minimum of 5 players on each team are required to start.
1.b. Schedule: Each season will be a round robin style play. Each team will
play every other team in the league during the season. The playoffs will begin at
the end of the season.

1.c. Pre Match Protocol: Upon entry into the match server, all match rules
are in effect. ALL Players upon joining the server are to join the side they are
playing and stay in spawn until the Match is underway, if a side has not been
determined players may enter spectator until one has been established. No One
is to leave the spawn area for ANY REASON.
NOTE: Any Player caught out of spawn, prior to the start of the match, will cost
their team 20 points.

1.d. Match Play Parameters: Matches will be every Tuesday at 10pm EST;
the matches will be approximately 60 minutes long with two 25 minute halves and a
10-minute break in between rounds for substitutions or server changes. If a Clan is a
total no show 15 minutes after the start time, the match is called and the showing team
is awarded the forfeit. That said, the start times and date are not set in stone, people have
lives and things come up, there will be email addresses available for all Team Captains to
make arrangements for different start times and dates to play if needed. As long as both
teams agree and matches are played and reported prior to the next scheduled match.
Any matches not recorded prior to the start time of the next scheduled match will count
as a loss for both teams.
NOTE: Matches are reported by the winning team, and end of round screens
must
be taken and sent to the League Admins, instructions on this will be
included in
the Scoring forums.

1.e. Map Scoring: With the DoD update to version 1.1 there is now support for
leagues to create their own scoring standards. Eagle has developed the following as its
scoring standard:
All one person flag captures are worth 1 point every 30 seconds, all two person flag
captures are worth 2 points every 30 seconds, and a total map capture awards the
capturing team a 20 point bonus.

1.f. Modified score balancing "Leash the Hounds" aka “ LTH ”:
Modified score balancing will take place to ensure a fun and competitive game.
If a team gets 100 points or more ahead of the other team during one half the team
captain that is down by 100 or more points may initiate a global chat that says,
“LEASH THE HOUNDS,” which must be acknowledged by the other team.
It is suggested that team Captains bind a key for this and use ALL CAPS to make
it stand out. The team that is up by 100 or more points will only be allowed to use
pistols, grenades, knives, or shovels. The use of Bayonets and rifle butts are not allowed
due to the possibility of an accidental discharge of that weapon. The person that is using
the MG can keep the MG and retreat to cover the first flag closest to the team’s
spawn ( LTH FLAG ) but must keep the MG between that first flag and the spawn
area or can decide to change class ( See Class Limits ) in order to receive grenades.
Some maps are designed with multiple spawn exits that can be close to more
then one flag, good examples would be maps like Railroad or Harrington, these
maps can cause confusion as to which flag is the one allowed to be defended by
the MG. With these types of maps the League will designate which flag in the
map will be the Allies/Axis “LTH Flag”.
When the score gap closes to 50 points or under, the leading team captain will initiate a
global chat that says, ”RELEASE THE HOUNDS”. When this is stated in global chat
three times the team will be allowed to go back to primary weapons and the MG can
move freely again.

1.g. Global Chat: After a match has begun only the designated TEAM CAPTAIN
can use global chat. There won’t be a penalty for accidental global chat use by non-captains
unless it is abused.
NOTE : Abuse of global chat can be accessed penalties of 20 points per infraction or incident.
Any use of global chat that falles under the Conduct of Clan Members rule will be penalized
by that rules guidlines.

you are allowed to trade out any class you feel you have no need for in a certain map for
this class. For example, if you have a map that you feel there is no need for a MG and
you’d rather have another set of boots rushing then you may give up your MG for anothe
r SMG Class. You can switch back at any time if you feel the need as long as the MG
class stays at 1 or less (see MG class below)

1.i. Dropped Weapons:Dropped Weapons: The league prohibits the picking up of
weapons of any kind. This includes weapons that spawn in the map, example: rockets
in spawn area on dod_kalt. This would be illegal. This is to keep in the spirit of fair
game play. The league has determined that picking up weapons could create an unfair
mismatch and would negate the using of class limits.
NOTE: Any player purposely violating this rule will be penalized 20 points per infraction.

2. Player Protocol
2.a. Conduct of Clan Members: All players within the league will conduct themselves
in a mature and responsible manner During Matches or when using EagleDoD Resources
NOTE: Any violation of this will be dealt with swiftly and harshly. League or Clan
members caught violating this will be banned from match play for 2 matches and if
it happens again it will be considered a reflection on that clan and they may be removed
from the league after admins review the situation. Demos and/or screen shots will be
required when a complaint is filed against a player/team.

2.b. Demos and Screen shots: All players must record match demos (both halves)
and end of round screen shots , no exceptions. Match demos must be kept for a period of
14 days. If an admin requests a demo from you and you do not have it, your team losses
the match in question. Demos will be requested from players on an as needed basis.
Snipers need 1 screen shot "scoped" or with thier scope "pulled up" for each round.
If a player switches to the sniper class mid round , they too must record a "scoped"
screen shot.
NOTE : 1 "set" ( one played as axis, one as allies ) of the end of round screen shots
must be sent ( e-mailed ) by the winning team. The end of round screen shots are sent to
a league e-mail address designated by the Eagle League Administration.

2.c. Spawn Camping:
The league defines spawn camping as;
Attackers:
Killing or wounding someone in a spawn area or spawn protected area by any means
or by camping a spawn exit and killing players as they exit. Most spawns have a ramp,
drop off point or area of spawn protection, players are considered in spawn until they
drop off this ramp, exit point or spawn protected area and are on the ground or in the
field of battle. Killing or wounding players in these areas is considered spawn camping.
It is up to the individual teams, especially their captains, to ensure that the members they
are responsible for are prepared and know the legal areas of play.
Also...Purposefully
shooting or nading into spawn is never permitted.
Any other clarification can be
obtained through a post in the forums.
Defenders:
Killing or wounding while exiting spawn is legal, using the protection afforded by the
attackers rule. Camping, hiding or loitering within the spawn, spawn ramp, drop off
point or area of spawn protection (players are considered in spawn until they drop off
this ramp, exit point or spawn protected area and are on the ground or in the field of battle)
for any purpose other than for that player to exit spawn, exit the protection area or
immediately defend their first flag is not legal.
NOTE: Any player violating this rule will be penalized 20 points per infraction.
Any player purposely repeating this infraction will be suspended or banned
from the league per these guidelines.
1st offense in a season : 1 match suspension.
2nd offense in a season : 3 match suspension.
3rd offense in a season : Permenent League Ban.

2.d. Game Exploits: There will be no tolerance of using any in game glitches
"Roofing" . Examples would be abuse of grenade glitches ( washing out of grenades ),
accessing places that are
not meant to be accessed by boosting, throwing grenades or
slow climbing a wall,
or hiding in glitch areas that were meant to be solid. If you're not
sure about something,
ask the admins for a ruling on it before the match.
NOTE: Any player purposely violating this rule will be penalized 20 points per infraction.

2.e. Custom Addon's: No modification to the game will be allowed, like the use
of custom models, weapons, sprites and skins. This can be considered a form of cheating
if it gives a player or team a unfair advantage and so all League members will use the original
version of the game. Some minor game changes will be allowed, with admins approval,
on a case by case basis, to be decided on as they are requested.
NOTE: Any player purposely violating this rule will be removed and banned
from Eagle League.

2.f. http://www.xRayGaming.com anti-cheat: The xRayGaming anti-cheat will be run
during all Eagle League 7v7 Official Matches. A player MUST remain in good
standing
with http://www.xRayGaming.com and must NOT
be missing ANY screenshots.
It is the sole responsibility of the player to remain in good standing with
xRayGaming.
Players xRayGaming profiles will be made available to the league through use of
the web site.

3. Team Protocol
3.a. Servers: Teams must have there own server(s) which will be a dedicated server
that can handle a minimum of 16 players. Each team will play one side as Axis and one
side as Allies. The admins will post the match schedule for each week's match ups, which
team is the home team, which team is the away, and what the week's map will be. The
home team will get to pick which side it wants to be first, either Axis or Allies. The server
will be set with the Eagle League Match and Map config files located on the Eagle web
site's download page. Servers will run the Eagle League designated
Rateenforce Plugin.

3.b. Substitutions: If a clan or team is short players for a match,
the clan or team can use substitute players, as long as:
1. The substitute player(s) must be from clansor teams that are
members of the league and listed on their clan pages.
2. The short handed clan or team must be able to field at least five
of their own players.
3. The Substitute players cannot be from the opposing clans or teams Roster.
The clan that is short players can decide to play "short-handed".
The clan or team that is not short-handed can agree to play with the
number of players that the other clan has but is not required to do so.
If a clan has 2 teams in Eagle League, and uses a player from
their other teams roster, that player is considered a substitute player.
Example: TFP1 uses 2 players from TFP2's roster, those 2 players are substitutes.
NOTE: This rule is not intended for weekly usage by any team.
Abuse or constant use of the Substitutions Rule will be reviewed on a per dispute basis.

3.c. Dropped Players: Players that "drop out" of a round can be substituted with
another player from that teams roster or a player using the above substitution rule
providing that the team member count in match does not exceed 7. Players can be
swapped out "on the fly" , mid round, providing that the teams member count in match
does not exceed 7. This rule may be violated due only by "lagged out" or "lagged out
and frozen" players.
NOTE : At no time shall the No-Spectator Rule be violated. When switching players
during the round, have the player leave before his substitute comes into the server. Any
player/team purposely violating this rule will be penalized 20 points per infraction.

3.d. Spectators: Spectators will not be allowed. Admins are permitted to be spectators
in matches at any time during the match, as long as it does not involve the team they are affiliated
with. Admins will wear an Eagle Admin Tag [EagleAdmin], when they join a server,
and will go directly to spectate. Should an Admin be kicked from a match, the home team
will be penalized 20 points per infraction.. The home team may choose to set up an HLTV
server as long as it has a 90 second delay and is not adversely affecting pings. The home team
is not obligated to set up the server but if they do, they are required post the IP in the Eagle
forums so that anyone who is interested may watch the match.

3.e. Rosters: All teams will supply a roster with that teams basic information and the
list of that clans members that make up that team, including their member's steam ID's.
The intention of the rosters is to include the list of members from a clan that make up a team,
and it's purpose is not to have a team made up of players from public resources or from
other teams. Teams constantly using members from resources other than their "home" clan
or by using the ringer rule listed on the web site will be reviewed by the admin's. Rosters
will be the responsibility of that teams Captain to keep updated. The minimum players
required on a roster will be 10. Those 10 listed must be from your clan.
There is no limit
to how many players can be on your roster. Rosters will be open to updating and
modification prior to the start of regular season play. During Regular season play,
Rosters will be "locked" and all modifications will be posted as a reply accordingly in
the forum. Players are considered eligible for league play when listed on a roster.
Additions to the roster must be made 3 days prior to a match, with a day being defined
as a 24 hour period. Players posted less than 3 days prior to a match are not eligible
for league play, with a day being defined as a 24 hour period.
Clans with multiple teams in Eagle League:
A player may NOT be on more than one roster. There is no "Multi-Teaming"
in Eagle League.
NOTE: Any team purposely violating this rule risks their Eagle League invite status revoked.
Any clans having more than one team with incorrect rosters, risks those players affected
not being eligible for league play.

3.f. Ringers: Non-League players or "ringers" are strictly prohibited in playing in
a league match. Any clan caught using a non-league player will forfeit the match and could
be subject to their Eagle League invite being revoked.. If you suspect a team is using a
RINGER, pull down your console, type in “Status”, and take a screen shot of the console,
this will list the players in game and there STEAM ID’s. Admins will review these screen
shots for STEAM ID's to ensure that all players are legal.
NOTE: Violation of this rule will cost the offending team the match or a teams
invite status revoked.

4. Disputes
4.a. Dispute Resolution: Dispute Resolution: If the clans that are admitted to this
league follow the rules set forth there should be minimal disputes. However, if there is
a dispute, screenshots & demos may be requested by the administration for review.
Server logs may also be requested from the host team. The admins will discuss the
dispute and make a decision on the evidence available. Any decision the admins make
will be none negotiable. Disputes must be filed withing 24 hours of the completion of the
match or it will not be considered. Disputes shall be filed by the Team Captain in the
Eagle's Nest and no where else. Disputes posted elsewhere will be deleted from
the forums.
Note: Once demos are requested by the admin the team captain has 7 days (with a day
being defined as a 24 hour period) to produce the requested demos. Failure to produce
demos will result in your team losing the match, per the required demo rule. If both teams
fail to produce demos, both teams will receive a loss and the dispute will not be considered.
Players or Teams continually failing to produce demos could risk their Eagle League invite
being revoked.
