Administration Governing By-Laws And Main Rule Set
Purpose Statement This league was founded by the clans Over The Hill (OtH), Killers Incorporated (K_Inc),
Death by Toons (Dbt), and Rough Riders (RR). The goal of forming this league was to
create a community
dedicated to the ideal that online gaming could be conducted without
the stigma of cheating or foul play.
All of the clans in this league are dedicated to fair
play and teamwork. There is absolutely no tolerance for
cheating, hacking, bad
sportsmanship, or otherwise undesired qualities. We here at Eagle League, do our utmost
to promote sportsmanship among the teams that play here, to minimize and/or quickly
settle any disputes, and
to make it a fun and exciting place to play. This league uses
primarily custom maps to keep things fresh and toavoid turning the league
into 'elite' "pubbing".
Applying To The League
Applying to the League: Any clan desiring to play in this league will need to request entry in
the League Entry forum. The Admissions Administrator will contact them with info about
the league and schedule a meeting to discuss the possibility of joining
Eagle League.
They will then be required to play scrimmages against at least 4 of the current member clans.
Those clans
will report to the league entry admin, discussing the scrimmages and
surrounding events. The applying team, if approved,
will then be on probation for the first
season. Permanent status for the clan will be determined at the end of their first season.
Prior to the start of the season, all clans will provide a roster that shall be posted in the clan
roster page in the Eagle League
forums, along with other important clan information. Once
the season starts this roster will be locked and a clan admin
must be contacted to make any
changes. Be forewarned, this is an invite only league. We select teams we feel will fit into
our little family, and that will also be an asset to our belief in community (i.e. pubbing other
clan servers, Free for All Nights, etc.). We are a niche league dedicated to a more mature
player, and tend to attract older age teams, who are more concerned about
playing a fair
match then winning.

Article I - League Administrative Structure
A. A Board of Administrators shall govern Eagle League. All positions are full
time positions, there are no part time positions
in Eagle League.
1. The Board shall comprise of the following Administrators:
a. League President ( also Treasurer)
b. Division Head Administrator
c. Division Dispute Administrator(s)
d. Division Admissions and Advertising Administrator(s)
e. Web Administrator(s)
2. The Administrators shall have the following responsibilities:
a. President:
1. Must attempt to attend all League Meetings.
2. Reports to the Board at scheduled meetings of all aspects of the
Eagle League's operations.
3. Makes recommendations to the Board as appropriate and necessary for
changes in League rules and policies.
4. Enforces Rules, Policies, and Guidelines set forth by the Board.
5. Represents the Eagle League at all official and unofficial meetings and functions
where directed by the Board.
6. Recommends and secures the necessary contracts with the appropriate Agent(s)
for all Eagle League facilities.
7. Monitors directly and indirectly through the Division Administrators of the
Eagle League, the quality of league
play and teams, reporting any issues to the Board of Directors
8. Responsible for working with the Board of Directors to resolve any specific
issues that arise.
9. Visits as necessary with teams in Eagle League to monitor conformance with
League Rules, Policies and Guidelines
and to communicate with team captains
and players any information about the league.
10. Attends and monitors all scheduled Eagle League functions such as
Board Meetings, League Tournament(s) or Special Events.
11. Enforces the rules of the League and Tournaments as regards to players
and Administrators.
12. Imposes the appropriate disciplinary actions according to the rules and by-laws
of the league.
13. Actively promotes and acts as an ambassador for the Eagle League to the public
and potential teams.
14. Responsible for maintaining the league's financial records.
15. Provides the Board with a written Year-to-date financial report at meetings.
16. Has the authority to solely issue and sign checks drawn on the league's account(s).
17. Protects the financial reputation of the League by paying Accounts Payable on time.
b. Division Head Administrator
1. Must attempt to attend all League Meetings.
2. Responsible for the administrative tasks of the Eagle League Division
they are assigned to.
3. Responsible for the Agenda and presiding over the scheduled Division meetings.
4. Works closely with the Chairman of any Committee formed by the league to
make recommendations
to the Board or planning and implementing League policies.
5. Actively promotes and acts as an ambassador for the Eagle League to the
public and potential teams.
6. Serves as back up for the President in the event the President is unable to
perform his duties for any
reason including conflict of interest.
7. Assists all Administrators with any problems they may have with their
Division’s duties, administration,
adherence to rules, and understanding of policies.
8. Attends and monitors all scheduled Eagle League functions such as
Board Meetings, League Tournament(s) or Special Events.
9. Represents the Eagle League at all official and unofficial meetings and functions
where directed by the Board.
10. Serves as Chairman of the Rules Committee and works closely with the
Committee to insure proper interpretation
of all League rules. Makes
recommendations on any League rule change(s) or additions to the Board.
11. Responsible for maintaining the Eagle League Division History By use of the forums.
c. Division Dispute Administrator(s)
1. Must attempt to attend all League Meetings.
2. Presides over scheduled meetings in the absence of the Division Head Administrator.
3. Assumes full responsibilities of the Division Head Administrator if at any time the
Division Head Administrator
is unable to fulfill his responsibilities.
4. Assists in preparing the Master Schedule for the Divisions and the League and
checks for the
correctness of the schedule.
5. Actively promotes and acts as an ambassador for the Eagle League to the public
and potential teams.
6. Organizes, moderates and delegates the Eagle’s Nest forum for the Division
they are assigned.
Handles all discussions in the administration section on disputes.
Ensures all disputes are answered on a timely basis.
d. Division Admissions and Advertising Administrator(s)
1. Must attempt to attend all League Meetings.
2. Records the minutes for all scheduled League meetings.
3. Distributes minutes of all meetings to the Board members in a reasonable
time period after the meeting.
4. Assists in preparing the Master Schedule for the Divisions and the League
and checks for the
correctness of the schedule.
5. Maintains a filing system to include monthly minutes and other business that
comes before the Board.
6. Actively promotes and acts as an ambassador for the Eagle League to the
public and potential teams.
7. Will “greet” all new teams and schedule their entrance meetings.
8. Actively keeps tract of new team’s progress thru the trial period and testing scrims.
9. Recommends to the Eagle League Board the admission of any new teams.
e. Web Administrator(s)
1. Must attempt to attend all League Meetings.
2. Maintains an excellent reputation within the community as an ambassador for
their team and the League.
3. Responsible for the Eagle League web technology and it’s upkeep.
4. Responsible for the Administration’s education in the Eagle League web
technology and it’s upkeep.
5. Responsible for the Eagle League web and print graphics, to be approved
by the board of directors..
6. Prompt reporting of games results to appropriate media outlets and prompt
posting of game statistics
on the league website.
7. Posting of promotional photos, features stories, solicitation of media coverage,
maps and / or installers,
configs and any other web related or
downloadable material.
B. Scheduled Meetings
1. The Board will schedule meetings at least four times yearly. These will be in January,
April, September,
and December of each year. Additional meetings will be
set as needed.
2. A quorum of a majority of the Eagle League Board must be present.
If any 2 positions are combined, they shall not count as separate votes.
3. Any Board member who expects to miss a Board meeting may assign his vote
in writing by using the
Administration section of the league forum.
This post must not have an edited or modified line within the post.
Article II - League Communication
A. X-Fire Communication System
1. The X-Fire communication system (
http://www.xfire.com ) is the official
communication system
of Eagle League.
2. All Board members will run the X-Fire communication system whenever possible.
When in a match situation, and Administrator may delay handling a situation until
a time when it is
convenient for them or may refer you to another Administrator.
3. All participating member team Captains, Co-Captains, Score Posters or any other
responsible party
in running a competing team will run the x-fire communication
system.
B. Alternate Communication Methods
1. The use of the forum will be used when appropriate. Examples would be filing a
dispute, wishing a
team a Good Game, asking about an area on a map, etc...
a. Use of the
forum is mandatory only by players in team leadership positions in
order to conduct business concerning the participation of their team in leagues.
2. Steam Friends use as a means of secondary communication is acceptable.
Article III - League Affiliations
A. Seasonal Declaration:
1. Each team captain or co-captain must notify the Board in writing by the time
new team admissions have
closed for that Division if the member team will
NOT participate in the upcoming season.
2. If any Member team quits participating in a current season, the Member team
will be considered unstable
and must provide information and evidence to the
Eagle League Board to retain that teams Eagle League Invite
for the following
season.
3. If any Member team does NOT participate in two consecutive seasons, the
Member team will be
considered ceasing to be a member of the league and
will therefore automatically forfeit their Eagle League invite. For teams that quit
in one season, that season will count as one of the 2 seasons in this rule.
4. If any Member team willfully violates the rules of conduct, the by-laws or grossly
misrepresents Eagle League,
the Member team will be considered in poor standing
and will therefore automatically forfeit their Eagle League invite.
B. New Member Teams
1. Potential New Member teams must post in the League forum and express their interest,
in joining the Eagle League.
2. The Admissions Administrator will notify the Board of the inquiry and provide the
Potential New Team
with information on what is required to join the League.
3. Potential New Member Team's Ownership and Management must supply the Board
with information
concerning the background, proposed server information,
team/clan status, and long range plans and goals of the
new team.
4. The admissions process will be followed per that Eagle League Divisions
governing rule set.
5. In order for your team to be
considered for entry into Eagle League,
some minimum
requirements must be met.
a. A team Must have a web site with a
roster posted of it's members.
b. A team Must have a forum.
c. A team Must have a dedicated server
that meets the requirements for
that League Division.
C. Disciplinary Actions
A.
Team 1.
Disciplinary actions may be recommended by any Eagle League Board Member and
will be decided by a majority vote of the Eagle League Board.
2.
Any team / clan that consistently fail to meet the standards of the By-Laws or
Eagle League Division Governing Rule Set is subject to disciplinary actions such as
season penalties,
probations, suspensions, and the revoke of their Eagle League Invite.
3.
Team disciplinary action may be enforced across all Eagle League Divisions.
B.
Individual
1. Actions of individual players may or may not be held against a team.
Individual disciplinary action will be enforced across all Eagle League Divisions.
Article IV - Rosters and League Schedule
A. Team Rosters
1. Player Eligibility
a. Eagle League eligibility will include players in the following range:
1. Players must not be on the Eagle League suspension or banned list.
2. Players must be on an Eagle League team with an Eagle
League Team invite.
2. Team Responsibility
a. It is the
responsibility of the team's leadership to keep their rosters
updated.
D. League Schedule
1. Eagle League will sponsor intra-division play on a home and away basis
among league teams.
a. Regular seasons will be either:
1. Round robin style schedule with every team playing each other twice.
2. League Ladder Challenge style play ( this is still in development. )
Article V - Division Champions
A. On a Seasonal basis Eagle League will name Division Champions and Runner-ups
in each division
1. The Division team with the best overall record will be named Division Champion.
Only Division games will qualify
for Division Championships. A tie breaker would
be a head-to-head competition.
Article VI - League Championship Series.
A. The League Championship Series Will take place after
regular season play.
1. The League Championship Series will be single elimination series between the top
4 teams.
2. Home field advantage will be given to the higher seed based upon the regular
season win-loss percentage. In the case of a tie,
the tie breaker will be the season
points total.
3. The Board reserves the right to name the host of the Championship Match,
usually the higher seed team or a neutral server will be used.
4. A player must participate in at least 3 matches with their home team to be eligible
to play in Division Playoffs / Finals.
Article VII - Match Protocols
A. Global Chat.
1. After a match has begun only the designated TEAM CAPTAIN can use global chat.
This will
include voice or text usage.
There won’t be a penalty for accidental global chat use by non-captains unless it is abused.
NOTE : Abuse of global chat can be accessed penalties of 20 points per infraction
or incident.
Any use of global chat that falls under the Conduct of Clan Members
rule will be penalized by that rules
guidelines.
B. Protests
1. There will be no sit out of any match. Any issues shall be addressed in the Eagle’s Nest
part of the Eagle League forum.
C. Postponements, Cancellations, Suspended Games
1. A match will only get canceled upon the notification of a team quitting the league.
2. A match will not be suspended for any reason.
3. A postponement may only be granted if both teams agree in the forum, in writing.
D. Appeals
1. Appeals on any decisions made by any Eagle League Administrator(s) Will be posted
in the Eagle’s Nest and will require
a majority of the votes by the Board to
be overturned.
E. Score Posting
1. Matches are reported by the winning team, and end of round screens must be taken and sent to the League Admins, instructions on this will be included in the Scoring forums or League portal. A played match will be reported
by midnight on the same day the match is played.
K. Matches per day
1. No team shall be required to play more than one game in one day.
2. Playing days may begin between 10:00pm EST / 9pm CST (default time)
and 9pm EST / 8pm CST.
3. Start times must be posted that are not using the default time.
4. Start times must be agreed upon no later that 72 hours before
a match.
5. If no agreement can be reached, the default time will be used.
Article VIII - Server Regulations and Rules
A. Servers 1. Teams must have there own server(s) which will be a dedicated server that can handle
a minimum of 16 players.
Dedicated Servers
2.Dedicated servers are required for Match Play (A Dedicated Server is defined as a server that hosts one or more game-dedicated ports
where the client version of the game is not running on the same machine).
NOTE : No Cable Modem, ISDN, DSL or lower bandwidth servers are permitted.
3. Listen Servers are NOT permitted for Match Play (Listen Servers are simply defined as a server running on a machine that is also running
the client version of the same game).
B.
Server Issues 1.
If the server crashes within 10 minutes of game start, the game must be restarted
and played with the score reset to 0-0.
2.
If the server crashes after the 10 minute mark the match will continue on using the
score at the time of the crash as well as the time left at the time of the crash. In the
event of a third crash, the game must be cancelled and team captains report to the
Eagle League Division Administrator by using X-Fire or posting in the forum.
3.
A complete set of demo's and screen shots from each team will be requested in order
to verify the server conditions warranting a reschedule.
4. An Eagle League admin may assign a server and have the match restarted, allow
additional time for the match to be played or allow a reschedule of the match, it is
up to the
administrator's judgment. 5.
A complete set of demo's and screen shots from each team may be requested in
order to score a match properly.
6.
If either team does not have a screen shot or demo indicating the score at the time
of crash, the whole match or half will be replayed.
7.
If the match cannot be completed within a two hour time frame, starting from the
original agreed upon start time, the match may be rescheduled, please contact an
Administrator to accept the reschedule request.
The team will be issued a warning
to make sure that their server is ready.
8.
If the same server is a problem again in the same season, the team will be awarded
a loss and a second warning.
9.
The Third time in a season this occurs the team will be awarded a loss, matches
will be re-scheduled as not to use that teams server and the team risks losing it's
Eagle League Invite.
C.
Home Field Advantage 1.
It is recognized by the admin's that a "home field advantage" exists from server to server,
some ping/registration/lag issues and differences will exist from one server to another and
should be expected. It is the purpose of the admin's to ensure that it is not to a point that
a team cannot overcome such an advantage to achieve a win.
2.
All server issues will be handled on a per complaint basis.
3.
A team with a server deemed not sufficient for Eagle League play may have the rest
of the season scheduled around their server. The inability to correct the issue may result
in that team being suspended until it can correct the issues and/or that teams invite being
revoked to Eagle League or the division it is playing.
D.
Plugins / Mods / Addons 1.
No plug-in or Mod can be used that deters from stock match game play or in any way
modifies stock match game play from the stock match game play mode. If a
"match mod" is used, it must be configured correctly as not to report incorrect match
timings or interfere with the regular flow of a match. If a problem occurs with a home
server, First offense is a warning and a match reschedule. The second time in a season
this happens the team will be awarded a loss and a second warning. The Third time in
a season this occurs the team will be awarded a loss, matches will be re-scheduled as
not to use that teams server and the team risks losing it's Eagle League Invite.
Article IX – League Board Of Director’s Rights
A. Board of Administrators Rights
1.
The Eagle League Board Of Directors reserves the right to do what is
necessary to maintain order and protect Eagle League
and the teams that play here.
B. Changes to League Main Rule Set
1. Any Addendums or changes to the League Main Rule Set require a majority
vote by the Board.
Article X – Respect For Eagle League Board Members and Administrators
A.
Eagle League Administration members rack up a lot of hours of personal time
to provide you with the best environment in league play.
It is expected that the
members of this league display the level of respect to the Eagle League Board
deserving of the unselfish and
thankless job they provide. All Eagle League clan
members shall communicate with Board members respectfully be it thru electronic
media or verbally while the Board members are conducting official
Eagle League Business. Board members that are conducting business
in behalf
of their own clan / team ( exchanging passwords, team capt. communications,
server details, etc… ) should not be regarded as
conducting
Eagle League Business, but this is not an opportunity to disrespect this admin,
they are still an Administrator of Eagle League
and will be afforded
the respect they deserve. All Eagle League Board Members will provide the same
level of respect to the Eagle League
members that this rule demands from those
Eagle League members. No Eagle League Board Member will be banned from any
Eagle League Teams Electronic communications ( e-mail, forum, x-fire, etc… )
or match server as this will prevent them from conducting
Eagle League Business.
Any Eagle League Clan / Team or Clan / Team member violating this rule will be
subject to suspension or their Eagle League invite
being revoked, individual
members may be banned from the league. If there are any complaints about
any Eagle League Board member’s behavior, it can be reported to any other
admin thru the
PM system in the forum.
